Summary:

Under general direction of the Facilities Manager and Facilities Technician Supervisor, this position is responsible for performing senior level assignments in the maintenance and repair of buildings and equipment. This position will also ensure maintenance and repairs meet manufacturer, regulatory and recommended practices. Additional high-level duties include recommending and acquiring the services of outside vendors and contractors in the maintenance and repair of buildings and equipment, assisting in the development of short and long term facilities goals and work programs, and has a high degree of knowledge in the use of Facilities Maintenance Management systems.  Must have the advanced knowledge of and comfort in state of the art technologically based systems used in building operations Possess extensive training and experience and has a specialized trade licensure. May provide direction to less experienced or knowledgeable technicians. This position is a level III technician. This position performs complex and specialized technical maintenance and facilities activities as compared to the Technician I and II levels.

Distinguishing Characteristics:

The three position classifications are distinguished by the level of supervision received, level of complexity and scope of tasks, and the routine nature of the work performed.

Facilities Technician I - This position is the entry and training level class in the Facilities Technician series, which consists of Facilities Technician I, Facilities Technician II, and Facilities Technician III classifications. This position will work under close supervision and train in the various areas related to maintenance and facilities.  This position will perform the more routine duties while becoming familiar with the variety of departmental systems and practices. Will work to gain the knowledge of and comfort in state of the art technologically based systems used in building operations.  Facilities Technician I may advance to the higher level after gaining experience, completing training, and demonstrating proficiency through work performance and/or written and oral examinations which meet the qualifications of the next higher level.

Facilities Technician II - This position is the experienced/journey-level class in the Facilities Technician series, which consists of Facilities Technician I, Facilities Technician II, and Facilities Technician III classifications. This position performs procedures where significant independent judgement is required. Difficult technical problems are assigned, requiring extensive research and/or knowledge of the assigned area. Facilities Tech II’s have a working knowledge of the practices, principles, and procedures, and work under general supervision. Must have the basic knowledge of and comfort in state of the art technologically based systems used in building operations This class is distinguished from the lower classification of Facilities Technician I by the relative independence with which duties are performed. 

Facilities Technician III - This position is an advanced skill level, and the highest level within the Facilities Technician series, which consists of Facilities Technician I, Facilities Technician II, and Facilities Technician III classifications. This position will serve as a working lead performing complex, technical, and specialized facility maintenance activities. Under minimal supervision, leads and participates in a wide variety of advanced, skilled journey/expert-level duties for preventative and corrective maintenance. Must have the advanced knowledge of and comfort in state of the art technologically based systems used in building operations This class is distinguished from the lower classification of Facilities Technician II by trade licensure/certifications, knowledge, and experience.

Identifies, troubleshoots, and diagnoses problems with boiler system, electrical, electro-mechanical, electronic, and pneumatic control systems/components, fire alarm, heating, ventilation, and air conditioning (HVAC), security equipment maintenance components and other complex systems in IT facilities.

Sets up standard and specialized test apparatus or devices to test equipment and circuitry, to conduct functional, operational and environmental life test, and to evaluate performance and reliability of equipment. Analyzes and interprets the test data and adjusts, calibrates, aligns and modifies the circuitry and components as needed. Records effects and develops maintenance and troubleshooting procedures.

Sets and adjusts parameters within computer software system, which controls: fire monitoring system, Direct Digital Control (DDC), and security systems.

As an electrician, electronics or HVAC specialist, performs activities related to planning and implementing maintenance and repair projects such as: participating in meeting with vendors, customers, engineers, architects and user department representatives; estimating costs; writing technical reports; developing troubleshooting procedures; evaluating code, safety or other implications and long and short-term effects of the planned project.

Lays out, repairs, tests, installs and modifies HVAC, electrical and electronic components of building systems and equipment. Reads, sketches and interprets complex circuitry and other blueprints and drawings.

Performs preventive maintenance and repairs on major pieces of equipment, including: diesel/generators, air compressors, air handler units, fans, pumps, rotary screw chillers, water heaters, heat recovery systems, heat exchangers, heat pumps, gas furnaces, refrigeration equipment, vehicle wash equipment, tire inventory equipment, and vehicle lift equipment as assigned. Keeps detailed preventive maintenance records.

Makes scheduled rounds to major equipment areas as assigned. Operates equipment/systems as assigned; adjusts, starts, stops special schedules, tests. Establishes/records equipment reading, i.e., pressure, temperature, volumes, electrical quantities for variable operating/climate conditions.

Performs periodic confidence testing and preventative maintenance on power generators to include, but not limited to, switch gear inspection, uninterruptible power supply maintenance, battery bank testing and replacement, and fault detection. Coordinates annual load bank testing and schedules fuel deliveries. Maintains detailed logs of testing, replacement and maintenance work that has been performed. Responds during power outages to ensure generators are functioning properly.

May participate as a team member on capital improvement projects, reviewing plans and specifications, and development of building standards.

Performs snow and ice control at all fixed facilities; operates snow and ice removal equipment such as snow plows, sanders and de-icing equipment as needed.  Uses road worthy street sweeping vehicles to sweep parking lots and other hard surface Transit properties to ensure safety for passengers, staff, and the public.

Responds to emergency situations after hours, on weekends and during holidays as needed to include facility, equipment and security problems.  Resolves problems or obtains necessary resources or outside assistance to resolve problems.

May direct the work of individuals and crews performing a variety of facilities projects and participates as a working member on a crew on the more significant projects. Provides on-site direction and performs the more complex functions on the job. Oversees and inspects construction and technical work when performed by outside contractors. May assist in developing staff, assisting with building effective teams, and fostering collaboration across work units.
