Summary:

Performs complex marketing and communications activities related to Agency services, including development, implementation, and maintenance of transit marketing, communications, and customer experience programs, managing ridership and community outreach projects and campaigns, administration, and continual improvement of the agency website, researching and leading implementation of new customer communication technologies. Creates marketing plans, develops internal, customer and public information materials, ensures adherence to agency branding and voice; develops and maintains community partnerships and oversees organizational participation in community events.

Distinguishing Characteristics:

Performs complex professional marketing, communication, and outreach activities including serving as a program liaison, coordinating public processes, conducting analysis of campaign effectiveness, and recommending program direction. As a Senior Coordinator, may provide supervision of professional and support staff as backup to the Chief Communications, Marketing and Outreach Officer. Manages customer communication and customer experience improvement projects from research through completion.

Serves as lead administrator for Agency website, acting as Webmaster.

Oversees creation and posting of content and monitors, evaluates, and recommends new functionality. Collaborates with IS staff in the ongoing development of the Agency’s Internet presence. Provides oversight to external web consultants and internal developers.

Develops and directs comprehensive, customer-focused strategic plans that enhance overall customer experience/communications.

Researches, develops and implements strategies to engage passengers and gather feedback through various channels to continuously improve the customer experience.

Communicates service changes, service interruptions, relevant policies affecting customer behavior, new services, feedback opportunities, and general information to customers.

Develops, designs and coordinates production of materials for external  use such as print advertisements, bus boards, vehicle graphics, posters, direct mail pieces, banners, and corporate signage.

Serves as primary backup to the CCER in their absence. Serves as back-up media spokesperson, responding to media inquiries and representing Agency information as required.

Develops and implements strategies to raise awareness and use of transit and general mobility by targeting key audiences, including commuters, youth, and other members of the public. Plans, prepares, implements and manages promotions and campaigns to raise awareness and use of transit and other Agency services. Directs public involvement activities.

Conducts general marketing and communications activities including writing, review, and copyediting, graphic design, photography, and video capture.

Researches and coordinates advertising media placement. Recommends ad buys. Drafts print and radio spots and coordinates the production of television, video, outdoor and direct mail advertising appeals.

Manages community-based activities including marketing campaigns, site-based promotions, special events, sponsorships, and cross-promotions. Coordinates with local jurisdictions, partner agencies, press and advertising contacts, consultants, community vendors. Represents agency on community boards and at community events.

Partners with the Bicycle Community Challenge staff to develop and execute marketing and communications for annual countywide Bicycle Community Challenge promotion. Oversees external web consultants and internal developers when envisioning and implementing improvements to the BCC website. Ensures consistency with brand standards on BCC website.

Licensing Requirements:

WA State driver’s license

Must submit to criminal background check the results of which must meet hiring criteria for the role.

Physical Requirements:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Training and Experience:

Bachelor’s Degree in Business Administration, Marketing, Communications, or a related field and five or more years of increasingly responsible professional experience in marketing and communications; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
